Overview 

The Department of Roads & Transport envision quality service delivery through transportation excellence. The Department is repositioning and realigning its strategies being

t hrough the Strategic Plan and Annual Performance Plan (APP) for 2007/08.The Department has five programs in 2007/08 by which it will deliver quality service delivery through transportation excellence namely Administration, which is an internal enabling function, followed by the core functions namely Roads, Public Transport, Traffic Management and then the newly introduced program, Community Based Transportation. 

 

The Department of Roads and Transport was primarily developed to set the scene for an effective and efficient transportation system and road network as a catalyst and a prerequisite to promote and facilitate socio-economic growth and development of the Province. More specifically the focus is to encapsulate roads, Public transport, traffic management and community based transportation as cornerstones of the Strategic Framework of the Department.

Mission :   Provide, develop, regulate and / or enhance a safe and affordable multi-modal transport system which is integrated with land use to ensure optimal mobility of people and goods in the Province of the Eastern Cape in pursuance of the strategic focus areas contained in the Provincial Growth and Development Plan.

  13. Employees recognise the Public’s right to information except where protected by law.  
  14. Employees co-operate fully with colleagues to advance the Public interest.  
  15. Employees execute all reasonable instructions by persons officially assigned to give such.   
  16. Employees refrain from favouring friends and family and do not abuse authority.  
  17. Use appropriate channels to air any grievances or make direct representations.   
  18. The Department is committed to development, motivation and full utilization of employees to government.   
  19. Employees refrain from party political activities in the workplace.  
  20. Employees strive to achieve the objectives of the Department cost-effectively and in the Public Interest.

  24. Employees do not engage in any action or transaction in conflict with the execution of duties.

  36. Employees do not without prior approval undertake remunerative work outside official duties or use the Department’s resources for such work.    

 

The Department of Roads and Transport Eastern Cape has five strategic goals that guide it in infrastructure and service provision namely: 

 

  • STRATEGIC GOAL 1: Provide enabling business processes for the core functions the Department of Roads and Transport. To promote Good Governance and Transportation Excellence.  
  • STRATEGIC GOAL 2: Provide and manage the strategic road network for the Province.  
  • STRATEGIC GOAL 3: Maximise mobility and accessibility through Public transport.  
  • STRATEGIC GOAL 4: Lead in integrated traffic management.  
  • STRATEGIC GOAL 5: Create Economic Empowerment opportunities in the transportation sector and alleviate poverty.
